This is a timer relay for the Fasten Seat belt sign on the instrument cluster. Where earlier cars required the drive to push a button on the dash to turn the light out, owners' annoyance inspired GM to put this timer on the light to turn it out after 15 seconds or so once the car was started.
This was only used on early 1972 cars until a more modern system involving a pressure switch and a switch in the seat belt receptacle replaced it.
These burn out and are terribly difficult to find. Some owners have rigged up electronics to replace these relays, but it's nice to have an original part.
