It's easy to miss seeing it, but there are fiberglass reinforcements bonded around the headlight openings and one of them is missing.
There are a few for sale online — a few very expensive NOS ones and others that are covered in overspray. I went with this one with a slight break in the middle of it. It's an easy fix and buying it saved a lot of money.
